St. Ann began as a mission of St. Mary with Mass at St. Joseph's Orphanage chapel from 1908 to 1915. The first pastor was appointed in 1917, and a church and a school were built that year. There were 115 families (480 people) and 162 orphans (plus a staff of 25) in the parish. In the 1920s and 30s, St. Ann also served the military at Fort Osborne barracks.
