Town of The Pas fonds

The fonds consists of the administrative and operational records of the Town of The Pas from its incorporation in 1912 to the most recently accessioned town records from 1999 (a few maps are from 1909). Administrative and operational records include financial records, town council records, minutes, by-laws, ledgers, reports, correspondence, planning records, agreements, court records, departmental records, library records, planning records for commemorative anniversaries, receipts, Emergency Measures Organization (EMO) records, maps and plans. The Town of The Pas records contain a nearly complete set of documents which are mandated for permanent retention according to the Retention and Disposition of Municipal Records regulation, under the Municipal Act. In addition, some other non-mandated records have been retained because of their inherent, historical, or other interest.

Tax Rolls

Sub-series consists of collectors’ rolls from 1912 – 1959 that identify property values, tax rates, and other relevant information for collecting taxes. Also includes collectors’ rolls for The Pas School District from 1932 – 1937, business tax rolls from 1923, 1931 and 1933, tax rolls from 1967 – 1971 and municipal tax rolls from 1982 – 1988.

Tax Sale Records

Sub-series consists of tax sale records for the Town of The Pas from 1915 – 1936 that identify properties sold by the Town of The Pas to recover unpaid taxes. For additional information on tax sale records from 1933 – 1987 see series 5.1 Correspondence.

Audit Reports

Sub-series consists of audit reports, financial statements and voters’ lists, financial reports, trial balance reports that list general ledger account balances, and direct relief reports, which identify monetary payments made to impoverished individuals by the Town of The Pas from 1935 – 1939. The direct relief reports include grant amounts received from the provincial government of Manitoba, names of individuals and other pertinent information, and the reasons for their eligibility for receiving relief.

By-Laws

Sub-series consists of By-Laws of the Town of The Pas from 1912 – 1981.

Planning and Development Committee

Sub-series consists of meeting minutes for the Planning and Development Committee of the Town of The Pas, from March 1975 – December 1987, excluding records from between September 1975 – January 1976 and May 1979 – April 1980.

Transportation Committee

Sub-series consists of meeting minutes for the Transportation Committee of the Town of The Pas from 1973 – 1986, excluding records between December 1974 – January 1976, December 1978 – November 1980, and December 1984 – January 1986.

Acts of the Legislature

Sub-series consists of Acts of Legislature for the Town of The Pas from 1912 – 1969. Includes the Act to Incorporate the Town from 1912 (a type-written copy from a later date), Acts to legalize By-Laws No. 14 and 35 from 1913, an Act to amend The Municipal Boundaries Act from 1913, Acts to amend the Act to incorporate the Town from 1913, Acts respecting the Town from 1913, 1914, and 1927, an Act authorizing the Town to build sewers and waterworks systems from 1913, an Act legalizing tax sales by the Town from 1918, and an Act to enlarge the boundaries of the Town from 1969.

Town Planning Scheme

Sub-series consists of planning schemes for the town of The Pas, which regulate the use of land and the erection, use, bulk, height, and location of buildings and structures. Also includes correspondence and maps relating to the planning schemes, newspaper clippings of public notices, and blueprints of specific lots.

Variations

Sub-series consists of variation orders, which are used to inform builders of specific architectural changes being made to a homeowner’s original building contract, and variation applications by which requests for architectural changes are made. Also includes maps of the residences and surrounding area pertaining to the variation orders, photographs of some of the residences, and blueprints.
