From the opening of the Costume Museum in 1983 until at least 1989, a single staff person was responsible for education and public programming as well as marketing and public relations. This situation changed in 1989 when a separate staff person was appointed with responsibility for educational programming. The tasks associated with marketing and communication of museum programs other than those directly related to education then came under the umbrella of Visitor Services. Visitor Services combined the responsibilities for such education related activities as museum tours and admissions with such public relations activities as advertising and the promotion and planning of special events. In 1996, a separate Marketing and Communications staff person was hired and Visitor Services such as tours came under the umbrella of the Education Department once again. By the following year, the Marketing and Communications staff person was also responsible for the coordination of fund-raising activities and the administration of grant-based funding programs. This continued until ca.2000 when a separate Development Officer was hired with sole responsibility for fund-raising and grant administration. In 2003, the responsibilities for both these positions were re-assigned to the Executive Director.
