The Stewardship Council as one of four Councils created after the Conference Annual Meeting in 1983 as part of the new Conference administrative structure. The purpose of this Council was "to cultivate throughout Conference the knowledge and convictions concerning Christian Stewardship". The duties of the Stewardship Council included stewardship education, the receipt of requests for funding from the other Councils (Worship and Education, Ministry and Personnel, Evangelism and Social Action), bringing forward the Conference budget and staff support budget, convening the block grant and maintenance request forums, oversight of United Church House management, general oversight of Conference records and archives, the investigation and recommendation of special appeals, and the receipt of reports and financial statements from incorporated bodies and trusts. In addition to receiving the reports of incorporated bodies, the Conference Archives Committee reported to the Executive through the Stewardship Council. This was the only committee reporting through the Stewardship Council until a Women's Portfolio (known as the Women's Stewardship Committee after 1992) and a House Committee were added after 1988. In 1989, the Stewardship Education Committee was created with the mandate to promote Mission and Service within the Conference and to assist Conference in attaining the annual Mission and Service objective. A Finance Committee, with responsibility for financial administration and budgeting as well as the management of United Church House (previously the mandate of the House Committee), was added after 1991. After 1993, the education responsibilities of the Stewardship Council were assumed by the newly created Stewardship and Mission Unit. The Archives and Finance Committees thereafter reported to the Executive Unit. In addition, the Grace Church Fund Trustees and the Block Grant Forum reported to the Conference through the Stewardship Council.
Council membership consisted of a Chair, a Vice-Chair, a staff representative, Presbytery representatives and the Conference representatives to the General Council Division of Finance, the Department of Stewardship Services and the Division of Mission (Finance).
