Henry William "Harry" Cater (1869-1945) served as Mayor of Brandon from 1915 to 1918, 1922 to 1931, and 1934 to 1937. In 1930 he was elected President of the Union of Canadian Municipalities. His wife's name was Eliza Jane Cater (nee Heal).
